Romney Disagrees With Republicans Who View The Mandate As A Tax

Romney takes the position that those who refuse to purchase insurance are accessed a penalty for doing so.  He agrees with Obama that it is not a tax. The bill that he passed in Massachusetts has a similar mandate, and he claimed that the penalty for not purchasing insurance was a fine and not a tax when he campaigned for passage of his bill.  He is going to have a hard time basing his campaign on attacking the ACA.
