Steve Roach is Morgan Stanley's top executive in Asia. This article describes China's industrial strategy and he is very bullish about its ability to follow through on it. He accuses many western observers of China's growth, and its investment strategy, as searchers for problems in China that are similar to those in the West. He explains why China is different, and better able to commit to a plan than those in the West who view industrial policy negatively. I'm not sure whether he is correct about China but he accurately describes the failure of politicians in the West to think about more than the next election campaign.
