Problems With Low Bank Capital in Eurozone

Simon Johnson is concerned that bank capital requirements are too low and that they are not in a good position to respond to asset losses from sovereign debt. Executive bonuses depend upon return on equity, consequently, they oppose increasing equity capital. He believes that they will protect return on equity by reducing assets. This will make private credit tighter in Europe and make economic growth more difficult.
