There is a branch of economics called public choice theory. The basic idea is that the decisions made by politicians are determined by their self interest rather than the public interest. Naked Capitalism posted this article which is purported to be a letter from an economist who failed in his efforts to apply a similar type of analysis to economists. I suspect that this is a spoof but it makes for very interesting reading.
