The recession and an extended recovery has shrunk tax revenues in every state. That has exposed the problem of generous compensation plans for employees in many states. This article describes the situation in New York which is in sharp contrast with the approach that GOP governors have taken. The governor in New York wants to solve the fiscal problem by negotiating changes with the unions. The GOP governors seem more intent upon destroying the union.
